Specification

Construction notes
For height H, set length to 2H, each band to 2H/3 and arms width to 2H/5. In the 1800 × 900 specimen the bands are 600 units wide and the arms are 360 units wide. These dimensions follow arithmetically from the official description.
The downloaded arms measured approximately 400.238 units across. They were uniformly scaled by 0.899464186373 and their measured bounding-box center placed at (900,450). This is an editorial implementation of central placement; neither the resulting emblem height nor its path coordinates are asserted as official construction dimensions. Flags of the World’s December 2010 report describes a detailed construction sheet and a mirrored reverse with arms. Its earlier 2008 discussion concerns the former plain-reverse rule and observed manufacture with arms on both sides. Those older specimens are not interchangeable with the current specification. The legislative portal blocked retrieval during this review, and the detailed annex could not be independently inspected. Use the official annex for manufacture; this specimen verifies the principal geometry, not every contour or placement offset.
Symbols and usage
The arms show an eagle carrying a gold cross in its beak, a green olive branch in its heraldic right claw and a gold sceptre in its left. Its red-over-blue breast shield bears a golden aurochs head, an eight-pointed star between the horns, a five-petalled rose and a crescent. Heraldic right appears on the viewer’s left. The Presidency identifies the flag with sovereignty and independence. The national flag serves public and ceremonial display; the government procurement document expressly provides for indoor and outdoor use. Historical record
The Declaration of Independence records the flag decision of 27 April 1990 separately from the state-arms decision of 3 November 1990. The tricolor therefore predates independence on 27 August 1991; the April date should not be read as the adoption date of every detail of the finished arms.
