Design structure
The flag has no charge or border. One horizontal division creates two equal fields, giving Prague a direct banner of its heraldic colors.

Divide the field horizontally into two equal bands, yellow above red. Prague’s ordinance specifies the order of the bands rather than fixed color coordinates. When the flag hangs vertically, the yellow band appears heraldically right—on the viewer’s left.
Legal record
Prague ordinance 21/2004 defines the flag as yellow over red, with both colors derived from the city arms. The ordinance took effect on 1 January 2005 and replaced the earlier 1991 rules while retaining the familiar bicolor.
