Ukraine’s state flag is a 2:3 horizontal bicolor with equal blue and yellow bands, blue above yellow.
Specification
Article 20 of the Constitution defines two equal horizontal bands of blue and yellow. The Verkhovna Rada resolution of 28 January 1992 specifies a rectangular 2:3 flag, with blue forming the upper half and yellow the lower half.

Construct a 2:3 rectangle and divide its height exactly in half. Blue occupies the full upper half and yellow the full lower half. No outline, emblem, or separation is present on the national flag.
Historical record
Blue and yellow appeared in Ukrainian civic and national symbolism before independence and served as state colors during the independence period of 1917–1921. The flag returned to public and official use during the restoration of independence in 1991. Parliament approved the present state flag on 28 January 1992, and the 1996 Constitution confirmed it as a state symbol.
