Azerbaijan’s national flag has equal horizontal bands of blue, red and green. A white crescent and eight-pointed star occupy the red band. The current national use began on 5 February 1991; the flag is twice as long as it is high.

Specification

Constitution article 23 establishes the bands, ratio and white devices on both faces. Constitutional Law 1331-VKQ describes the crescent opening toward the star on its right and requires conformity with the annex at every size.

Article 2.2 supplies Pantone references for industrial manufacture and color printing. HEX fills are the Commons specimen’s screen approximations, not statutory RGB values or certified conversions. Screens and general color calculators cannot replace physical production standards.

Construction notes

The 2018 annex, page 2, gives this schedule with hoist A and fly B. The SVG uses A = 600 and B = 1200.

The vector places crescent circles at (579,300) and (600,300), radii 85.8 and 66, and the star at (663,300), with alternating radii 49.8 and 23.7. Its eight tips are spaced evenly, one upright; coordinates are rounded to six decimal places. This is an editorial reconstruction, not an official downloadable master. Applying G literally brings the star into contact with the crescent; the familiar separated-device rendering must not be treated as the same numerical construction. The specimen demonstrates the published measurements and does not certify an approved manufacturing pattern.

Source difference: the Presidential Library compilation, page 98, prints D3 as 0.078A. We retain the linked 2018 annex’s 0.079A rather than silently merging the two. Resolve that discrepancy with the issuing authority before manufacture. Common Commons-derived artwork also uses different circle sizes and spacing; it is not substituted for this legal schedule.

Historical record

The Presidency dates the original tricolor adoption to 9 November 1918, with state status until 27 April 1920. Nakhchivan adopted it on 17 November 1990; national restoration followed on 5 February 1991. This record illustrates the current specification, not a certified reconstruction of the 1918 flag.

The 22 October 2013 amendment introduced the present Pantone references into the use law. The 2018 description law retains them. The 8 October 2019 amendment removed the older description provisions and the use law’s separate color clause, referring instead to the constitutional description law. These legal updates are distinct from the 1991 restoration.

Official interpretation

The Presidency associates blue with Turkic origins, red with a modern democratic society, and green with Islamic civilization. The cited description law prescribes the crescent and eight-pointed star without assigning a meaning to each point. No individual designer attribution is established here.

Use and display

The use law of 8 June 2004 covers government buildings, diplomatic premises, official rooms and ceremonies, and specified vessel and aircraft uses. Article 1.3 permits individuals and organizations to use the flag for other purposes consistently with the law. This national record does not replace separate service-flag specifications.
